“Regional Security System Vital When Local Resources Are Overwhelmed,” says Minister Leacock

Deputy Prime Minister and Minister of National Security Hon. Sinclair Leacock has emphasized the critical role of the Regional Security System (RSS) in supporting small island states, while noting that the National Emergency Management Organisation (NEMO) often does not receive the level of attention it deserves in national security discussions.
Speaking at a meeting with RSS leadership, Minister Leacock highlighted that while the RSS provides extensive resources including aircraft, sea craft, land forces, and specialized training NEMO remains the frontline operational entity during disasters and emergencies. He stressed that NEMO’s role as a first responder is vital, particularly when local resources are overwhelmed.

“The RSS does a lot of work as a gateway, but in some instances, NEMO is the operational entity and is deeply involved as a first responder across the board,” Leacock said. “When challenges exceed our local capacity, we turn to the RSS, which has the network and resources to respond effectively.”
The Minister underscored the importance of strengthening partnerships between national agencies and the RSS, pointing out that security is not only about policing but also about disaster preparedness, information security, and resilience. He noted that collaboration ensures that member states are “always at the ready” for eventual challenges.

The meeting, held at the Ministry of National Security’s conference room, brought together Commissioner of Police Mr. Enville Williams, Permanent Secretary Ms. Lawan Thomas, RSS Executive Director Rear Admiral Errington Shurland, and Deputy Executive Director Captain Rodney. Discussions centered on enhancing cooperation and ensuring that both national and regional systems remain aligned in safeguarding citizens.
Minister Leacock concluded by reaffirming the government’s commitment to deepening ties with the RSS, stressing that the partnership is “a big thing for us to be a part of” and essential for maintaining security and resilience across the Caribbean.
