The National Insurance Services (NIS) examined the long-term sustainability of St. Vincent and the Grenadines’ pension system during a symposium on Thursday, February 26, 2026, focusing on a 75-year financial outlook.
The “Reform in Focus” symposium formed part of the NIS 13th Actuarial Valuation, a mandatory review conducted every three years to assess the agency’s long-term financial sustainability and project cash flow over a 75-year period.
The initiative seeks to promote transparency surrounding the proposed 2024 reform measures, provide regional context on pension reform, and solicit public feedback aimed at strengthening trust and confidence in the institution.

Delivering remarks at the opening ceremony was Acting Prime Minister and Minister of National Security, Disaster Management and Immigration, St. Clair Leacock, who underscored the critical role of the NIS in safeguarding the welfare of Vincentians. He emphasised the importance of protecting and growing the Fund through responsible reform measures, noting that the sustainability of the pension system depends on balancing contributions, economic growth and sound policy decisions that prioritise citizens’ long-term security.
The symposium was moderated by regional strategic communications consultant Pamela Proverbs, Managing Director of PMR Inc., who has been working alongside the NIS since 2023 to guide its Strategic Communications Framework throughout the reform process.
Panel discussions featured presentations from Director of NIS Stewart Haynes, who outlined the institution’s reform journey from 1987 to 2024 under the theme “Protecting Today and Securing Tomorrow”.

Senior Social Security Actuary Alexandre Landry examined “The Role of Actuaries in Pension Reform”, highlighting the importance of data-driven analysis in ensuring long-term pension viability, while Social Protection Specialist Ariel Pino addressed the Policy and Administrative Framework for Unemployment Benefit, outlining considerations for strengthening social protection systems.
The presentations were followed by a question-and-answer session, allowing participants, both in person and online, to engage directly with panellists on proposed reforms and the future direction of the National Insurance Services.
The National Insurance Services said it remains committed to inclusive dialogue and evidence-based reform as it continues its efforts to protect current beneficiaries while securing social security coverage for future generations of Vincentians.
