Proposed National Development Bank Positioned to Expand SME and Rural Financing

A motion has been moved in Parliament to establish a National Development Bank of Saint Vincent and the Grenadines, in what has been described as an effort to expand access to financing for small and medium-sized businesses and support rural development.
According to a statement from the New Democratic Party, the proposal marks “the first and most important step in the fulfilment of a key campaign promise,” with the party noting that it had campaigned for the establishment of the bank in both the 2020 and 2025 elections.

The party said the initiative is aimed at supporting agriculture, the blue economy, the new economy and tourism as the four pillars of economic growth, adding that the bank is intended to make financing available to sectors that struggle to access credit from traditional banking institutions.
Prime Minister Godwin Friday said in a social media statement that Parliament has advanced the motion toward establishing a new development bank aimed at expanding access to financing and supporting local enterprise.
He said the initiative forms part of broader efforts to drive economic growth, noting that it is being handled through what he described as a “responsible” and “deliberate” approach to governance.

Minister of Agriculture Israel Bruce said the proposed institution is expected to provide capital support to small businesses, particularly in rural communities.
He said the bank would offer opportunities for entrepreneurship and help address gaps in access to credit, particularly for farmers, women and young people who face challenges securing financing from commercial banks.
He added that development banks in other regions have shown positive results in supporting small and medium-sized enterprises and strengthening economic activity.
Following further parliamentary approval, the process of formally establishing the institution is expected to continue.
